L.S. Rugg Elementary School was opened in 1940, and was originally known as Bush Avenue Grammar School. In 1953 the school's name was changed to L.S. Rugg Elementary in honor of Mr. Luzon Strausbury Rugg who was principal from 1943-1949.

The school remains a well known landmark in the Garden District, at 1319 Bush Avenue. I rode my bicycle by here daily during the summers of the 1950s, to and from the natatorium in City Park
